Restart Sharepoint Timer Service safely

Get-SPTimerJob job-timer-recycle | Start-SPTimerJob

It takes usually more than 10 minutes, depends on the value of RecycleWarningMinutes

$Timer = (Get-SPFarm).TimerService
$Timer.RecycleWarningMinutes
